Terms and Conditions for Subscription Packages

1. Introduction

These Terms and Conditions govern the relationship between Solutions Portal Company (hereinafter referred to as the “Company”) and the customer subscribing to any of the electronic service packages offered by the Company.

By subscribing to any package or using any of the Company’s services, the customer expressly acknowledges and agrees to all terms and conditions set forth in this Agreement.

2. Definitions

Company: Solutions Portal Company.

Customer: Any natural or legal person who subscribes to one of the Company’s packages.

Package: A monthly or annual subscription that entitles the Customer to receive a specified number of services.

Services: The electronic and administrative services provided by the Company as described in each package.

3. Nature of the Services

The Company provides support and procedural services, including, but not limited to:

  • Government electronic services execution and follow-up.

  • Human resources services.

  • Business establishment services.

  • Qiwa platform services.

  • Social Insurance services.

  • Ministry of Human Resources and Social Development services.

  • Ministry of Commerce services.

  • Ministry of Municipalities and Housing services.

  • Zakat, Tax and Customs services.

  • Muqeem services.

  • Absher Business services.

  • Saudi Business Center services.

  • Any other services announced as part of the package.

The Company is not a government entity and does not represent or act as an official representative of any government entity.

4. Subscription to Packages

  • The subscription will be activated after full payment of the applicable fees.

  • The subscription period begins on the date of activation.

  • Services will be provided strictly within the limits of the selected package.

  • The subscription may not be transferred to another person without the Company’s prior approval.

5. Service Limitations

The subscription covers only the services expressly included in the selected package and does not include:

  • Government fees.

  • Fines and penalties.

  • Financial consideration or government-imposed charges.

  • Bank fees.

  • Any amounts imposed by government authorities.

All such costs shall be borne by the Customer.

6. Customer Obligations

The Customer agrees to:

  • Provide accurate and up-to-date information.

  • Submit all required documents in a timely manner.

  • Maintain the confidentiality of login credentials related to their accounts.

  • Not use the services in violation of applicable laws and regulations.

  • Cooperate with the Company to complete the required procedures.

7. Company Liability

The Company undertakes to exercise the necessary professional care in performing the services. However, the Company does not guarantee:

  • Acceptance of applications by government authorities.

  • Issuance of visas or licenses.

  • Government approvals.

  • The processing speed or completion time of government authorities.

The Company shall not be held responsible for any rejection or delay resulting from:

  • Missing or incomplete documents.

  • Expired documents.

  • Existing fines, violations, or financial obligations of the Customer.

  • Government system outages or technical interruptions.

  • Government decisions or regulatory requirements.

8. Service Processing Time

The processing time for services depends on:

  • The requirements of the relevant government authority.

  • The completeness of the Customer’s documents.

  • The availability and readiness of electronic systems.

Any processing times communicated by the Company are estimates only and are not guaranteed or binding.

9. Fees and Payment

  • Package fees must be paid in advance.

  • All fees are non-refundable once service provision has commenced, unless a refund is required under applicable laws and regulations.

  • The Company reserves the right to modify the prices of its packages. Any price changes shall not affect active subscriptions until the end of their current subscription period.

10. Fair Use Policy

The packages are intended to meet the Customer’s ordinary service needs.

If the Company determines that there is excessive, unusual, or commercial use that exceeds the intended nature or reasonable limits of the package and adversely affects service quality, the Company may contact the Customer to determine an appropriate solution, including recommending an upgrade to a higher package or applying reasonable usage limits, subject to applicable laws and regulations.

11. Subscription Cancellation

The Customer may cancel the subscription at any time. However, the subscription will remain active until the end of the paid subscription period.

Cancellation does not entitle the Customer to a refund unless otherwise required by applicable laws and regulations.

12. Suspension or Termination of Subscription

The Company may suspend or terminate the subscription in any of the following cases:

  • Misuse of the services.

  • Providing false or inaccurate information.

  • Violation of applicable laws or regulations.

  • Using the services in a manner that causes harm to the Company or any third party.

  • Verbal abuse, harassment, or inappropriate conduct toward the Company’s employees.

13. Data Protection

The Company is committed to maintaining the confidentiality of Customer data and using such data solely for the purpose of providing the services, or where required by applicable law, regulation, or judicial order.

14. Intellectual Property

All trademarks, logos, designs, content, forms, templates, and systems belonging to the Company are its exclusive property.

They may not be copied, reproduced, modified, distributed, published, or otherwise used without the Company’s prior written consent.

15. Amendments to the Terms and Conditions

The Company reserves the right to amend these Terms and Conditions whenever necessary.

Any amendments shall become effective from the date they are published on the Company’s website or communicated to customers, without prejudice to any statutory rights of the Customer.

16. Force Majeure

The Company shall not be liable for any delay, interruption, or failure to perform the services resulting from circumstances beyond its reasonable control, including, but not limited to:

  • Major technical or system failures.

  • Government system outages.

  • Natural disasters.

  • Regulatory decisions or changes.

  • Other force majeure events beyond the Company’s reasonable control.

17. Governing Law and Jurisdiction

These Terms and Conditions shall be governed by and construed in accordance with the laws and regulations of the Kingdom of Saudi Arabia.

The competent courts within the Kingdom of Saudi Arabia shall have jurisdiction over any dispute arising out of or in connection with this Agreement, unless applicable laws and regulations provide otherwise.

18. Contact and Communication

The Customer may contact the Company through the official communication channels announced by the Company for support, complaints, inquiries, or other service-related matters.

Customer Acknowledgment

I hereby acknowledge that I have read, understood, and agreed to these Terms and Conditions and undertake to comply with them when subscribing to any of the packages offered by Solutions Portal Company.

I further acknowledge that all information and documents I provide to the Company are accurate, complete, and valid.
